Job Description

We are seeking an Administration and Finance Officer (NOC) for our Abuja office. Reporting to the Head, Administration and Finance Officer (P3), the successful candidate will manage human resources, finance, procurement, and general administration.

Key Duties and Responsibilities

Human Resources Management:

  • Oversee recruitment, placement, and performance appraisals.
  • Maintain confidential personnel files and ensure compliance with UN rules.
  • Coordinate with local UNDP on national staff administration.
  • Manage staff time and attendance.

Budget and Finance:

  • Lead work programme preparation and budget implementation.
  • Monitor financial resources and produce programme reports.
  • Ensure proper asset management and compliance with financial controls.
  • Handle payroll and petty cash, verify inter-office vouchers.

Procurement:

  • Manage procurement activities and contracts.
  • Advise on procurement issues and oversee the evaluation of quotations.
  • Conduct market research and assess new technologies.

General Administration:

  • Oversee procurement, billing, and operational travel.
  • Maintain office premises and technology needs.
  • Ensure compliance with security standards.

Qualifications:

  • Education: Advanced University Degree in Business/Public Administration, Finance, Accounting, or related field OR a First-level University Degree with seven years of experience.
  • Experience: Minimum of 5 years with Master’s degree or 7 years with Bachelor’s degree in administration, finance, or human resources. Experience in humanitarian contexts and with Umoja or similar tools is desirable.
