Background
The mission of WHO's Health Emergencies Programme (The Programme) is to enhance the capacity of Member States to manage health emergency risks. When national capacities are overwhelmed, the Programme leads the international health response to contain outbreaks and deliver relief to affected populations.
The Learning and Capacity Development unit (LCD) in the Executive Director’s Office aims to provide a collaborative learning environment for WHO staff and partners, enhancing health emergency-specific knowledge and competencies. LCD is focused on strengthening systems, supporting preparedness capacity, and ensuring effective emergency learning for frontline responders.
Key Objectives of LCD
- Provide a strategic framework for health emergencies learning evolution.
- Foster a learning ecosystem with diverse stakeholders and standardized content.
- Develop and maintain learning tools, including technology-enhanced resources like virtual classrooms and simulations.
- Lead the development and piloting of Flagship Trainings to build a Global Health Emergency Workforce.
Deliverables

Learning Design Framework for Health Emergencies:
- Conduct needs assessments to identify health emergency learning priorities.
- Develop customized curriculum plans for real-time health emergency learning.
- Create instructional resources to enhance health emergency capacity.

Evaluation and Monitoring Plan:
- Define key performance indicators for evaluating learning interventions.
- Implement feedback mechanisms to gather insights and improve learning efforts.

Implementation and Capacity Building:
- Design training programs for facilitators to effectively deliver emergency learning.
- Provide technical support for both remote and in-person learning.
Qualifications, Experience, Skills, and Languages

Educational Qualifications:
- Essential: Advanced degree in public health, management, international relations, adult learning, or equivalent.
- Desirable: PhD or additional qualifications in related fields.

Experience:
- Essential: Over 10 years in the learning and training domain, with international experience.
- Desirable: Experience in health emergency response and working with UN agencies.

Skills:
- Strong project coordination, organizational, and analytical skills.
- Proficient in Microsoft Office Suite.
- Excellent writing/editing skills, self-motivated, and capable of working under tight deadlines.
- Desirable: Knowledge of WHO health emergencies learning strategies.

Languages:
- Essential: Expert knowledge of English.
- Desirable: Intermediate knowledge of any other UN language.

- No travel is expected for this position.

- USD 10,000 - USD 12,500 per month.
