Purpose of Consultancy
This consultancy position is designed to provide expert assistance in the development of a Monitoring and Evaluation (M&E) framework for the Competencies for One Health Field Epidemiology (COHFE) Implementation Project. The consultant will collaborate closely with the project team to create and refine an M&E framework that accurately tracks progress and evaluates the outcomes of the project.
Project Background
Field epidemiologists are at the forefront of disease prevention, detection, and response efforts, addressing health threats that impact both human and animal populations. Traditional training for these professionals has been siloed, focusing on single-sector approaches without addressing the critical interconnections between human, animal, and environmental health.
To address this gap, the WHO, alongside the Food and Agriculture Organization (FAO) and the World Organisation for Animal Health (WOAH), developed the COHFE framework. This framework is intended to equip field epidemiologists with the knowledge and skills to effectively tackle complex health challenges that span multiple sectors.
The COHFE Implementation Project began in June 2024 and is scheduled to conclude in December 2028. The project aims to enhance the capabilities of epidemiologists in three countries by implementing the COHFE framework and refining the guidelines for better health security preparedness and outbreak response.
Key Responsibilities

Develop M&E Framework: The consultant will be responsible for creating a comprehensive M&E framework and plan that will track the COHFE Implementation Project’s performance and effectiveness. This includes establishing measurable objectives, indicators, and data collection methods that are aligned with the project’s goals.

Collaboration with Stakeholders: The consultant will work closely with the Project Manager, Project Lead, and other partners, such as the Quadripartite Project Core Team (QPCT), to ensure alignment and coherence in the project’s M&E strategies.

Refine Monitoring Tools: The consultant will contribute to the refinement of existing performance metrics and help enhance tools to assess the progress and results of the project in real-time.

The consultant will collaborate with the Project Manager and Project Lead to develop the appropriate M&E logframe format, ensuring it includes project objectives, activities, outcomes, and measurable success indicators. The plan will cover data collection methods, responsibilities, frequency, and analysis strategies.

- Deadline: April 11, 2025
After gathering input from partner organizations, the consultant will finalize the M&E logframe and plan. This deliverable will be submitted to the donor for approval, incorporating any feedback received.

Qualifications

Essential:
- A first-level university degree in public health, epidemiology, or a related field.
- At least 5-10 years of professional experience in monitoring and evaluation within public health or a related discipline.
- Demonstrated knowledge of M&E principles, techniques, and strategies to ensure efficient project evaluation.
- Strong writing skills with the ability to produce high-quality reports and documentation.
- Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook).

- Advanced degree in public health, epidemiology, or a related field.
- Experience working in international or multinational organizations, preferably in the UN system.
- Experience in managing projects with diverse stakeholders and teams.
Language Skills
- Essential: Expert knowledge of English.
- Desirable: Knowledge of another official UN language.
Travel Requirements
- Travel is not expected for this consultancy.
Salary
- USD 7,000 to 9,980 per month.
