Job Summary
The Global Fund Technical Advisor (HMIS & CSS) will play a crucial role in providing technical leadership to coordinate activities related to HMIS/MEL/Surveillance and CSS under the Global Fund grants managed by NACA. This position aims to strengthen Nigeria's Health Information System (HIS), surveillance systems, and community health systems, thereby enhancing the performance of HIV, TB, and PPR programs while bolstering overall health system resilience.
Key Responsibilities
- Provide technical and managerial oversight to Sub-Recipients (SRs) and other stakeholders involved in HMIS, MEL, Surveillance, and CSS activities supported by NACA's Global Fund grants.
- Collaborate with SRs and relevant NACA departments to design, implement, and strengthen HMIS, Surveillance, MEL, and Community Health Systems aligned with the objectives of HIV and C19RM grants.
- Support SRs in effectively implementing HMIS, Surveillance, MEL, and CSS components of the grants, including capacity-building of CSOs, community-led monitoring, and gender-sensitive and human rights activities.
- Manage stakeholder relationships within the CSS, HMIS, Surveillance, and MEL domains in coordination with relevant NACA departments.
- Ensure compliance with project technical strategies, grant agreements, work plans, budgets, government regulations, and organizational policies.
- Facilitate knowledge management and learning initiatives to inform grant policy priorities and program strategies.
- Undertake any other tasks assigned by the Project Director to ensure successful grant implementation.
Minimum Qualifications
- Master’s degree in public health, information science, statistics, health informatics, surveillance systems, or a related field.
- Extensive experience and current knowledge in HMIS/MEL for health systems, particularly in HIV, TB & Malaria programs within health system strengthening efforts.
- Proficiency in national HMIS systems, including data collection, analysis, and reporting using tools like NHMIS and DHIS2.
- Minimum of 10 years of experience in information systems management and design within health, with at least 5 years in a senior HMIS management role.
- At least 3 years’ experience in developing or strengthening disease surveillance systems at national or state levels.
- Demonstrated experience in Community Systems Strengthening, particularly supporting CSS interventions for HIV, TB, Malaria, C19RM, or similar community-led programs.
- Familiarity with CSO networks, community-led monitoring models, and CSO capacity-strengthening approaches.
- Experience managing Global Fund or other donor-funded projects related to CSS, Surveillance, or HMIS Strengthening.
- Strong project management, analytical, and interpersonal skills.
- Excellent written and verbal communication skills in English.
- Proficiency in Microsoft Office applications and web-based tools.
- Experience working in complex stakeholder environments with diverse communities and multiple tiers of government.
- Ability to work independently, prioritize tasks, and deliver results in a fast-paced environment.
