Objective of the Programme
Country Management Support Units (CSU) are established to support managers and staff in the GSM environment, ensuring compliance with organizational policies, procedures, rules, and regulations on all administrative and financial matters and transactions in the context of an enterprise resource planning (ERP) system.
Description of Duties
- Participate in the establishment and management of the HR strategic plan supporting emergency preparedness, response, and recovery activities within timeframes and budgets.
- Coordinate with the Regional Office and HQ for sourcing, outreach, roster management, and deployment of staff and international responders.
- Monitor staffing and position management actions, including new positions, contract extensions, and separations.
- Conduct recruitment and outreach for international and locally recruited staff.
- Maintain HR databases and reporting systems, providing regular and ad hoc HR reports.
- Advise on HR policies, regulations, and rules, including benefits and entitlements.
- Provide induction, orientation, and training sessions to staff.
- Act as attendance and leave administrator for the incident management team.
- Ensure compliance with the performance appraisal system.
- Manage and supervise the HR team for efficient and effective operations.
Required Qualifications
Education:
- Essential: University Degree in Human Resources Management, Business or Public Administration, Law, Social Science, or a related field.
- Desirable: Advanced degree in human resources, public health, business, or public administration.
Experience:
- Essential: At least five years of progressively responsible professional experience in HR management and administration.
- Desirable: Experience in HR management policies, selection and recruitment, and administration of benefits and entitlements.
Skills:
- Knowledge of HR policies and procedures in outbreak and emergency settings.
- Commitment to gender equality and team spirit.
- Ability to identify issues and formulate management options and recommendations.

Remuneration
WHO salaries are calculated in US dollars, starting at USD 64,121 annually, with additional post adjustments and benefits, including annual leave, family allowances, and education grants for dependent children.
