About the Project
The USAID Lagos Urban Water, Sanitation, and Hygiene (LUWASH) Activity is currently in its third year of a five-year implementation plan. This initiative is designed to enhance water, sanitation, and hygiene (WASH) services in Lagos by achieving the following objectives:

Strengthening financial, technical, and governance structures within the WASH sector.

Implementing change management strategies to drive institutional development and expand service delivery.
-
Enhancing the efficiency and effectiveness of public and private WASH service providers.
-
Increasing access to safe and sustainable water and sanitation services for underserved households.

Improving the quality of water sources and sanitation infrastructure.
To achieve these objectives, the project focuses on four key areas:

Role Overview
Chemonics seeks a qualified Procurement Officer to support the procurement operations of the LUWASH project in Nigeria. The selected candidate will report to the Procurement Specialist and ensure that all procurement activities align with USAID regulations and Chemonics policies.
Key Responsibilities

Facilitate the procurement of project materials, equipment, and services in compliance with USAID and Chemonics regulations.

Liaise with local, regional, and international vendors to secure competitive quotations and initiate procurements.

Maintain and organize procurement records, ensuring completeness and compliance with documentation requirements.
-
Prepare and process payment requests for procurement and subcontract-related transactions.
-
Conduct assessments of hotels and service providers for potential blanket purchase agreements (BPAs).
-
Provide regular procurement status updates to project staff.
-
Assist in training project team members on procurement policies and procedures.
-
Ensure all procurement activities align with U.S. Federal Acquisition Regulations (FAR) and Agency for International Development Acquisition Regulations (AIDAR).

Assist in drafting and managing requests for proposals (RFPs) and requests for quotations (RFQs).
-
Support the preparation of evaluation summaries and negotiation documentation.

Maintain accurate procurement and subcontract tracking systems.
-
Monitor vendor performance under BPAs and contracts.
-
Assist in preparing procurement approval documentation for submission to USAID/Nigeria.
-
Perform additional tasks as assigned by the Procurement Specialist.
Required Qualifications

Bachelor’s degree in a relevant field.
-
Minimum of four years of experience in procurement within donor-funded projects in Nigeria.
-
Proficiency in MS Office Suite and strong analytical and writing skills.
-
Previous experience with USAID-funded projects is preferred.
-
Comprehensive knowledge of USAID procurement regulations.
-
Strong interpersonal, organizational, and problem-solving skills.
-
Ability to work both independently and collaboratively within a team under tight deadlines.
-
Fluency in English.
Position Duration
This is a long-term position based in Lagos, with an initial expected duration of at least one year. No relocation assistance is provided.
