We are currently seeking qualified candidates for the position of Programme Officer based in Abuja on a full-time basis.
Job Summary:
The Programme Officer will be responsible for developing, implementing, and evaluating major projects and teams in alignment with the objectives of the Country Office and FAO Strategic Framework.
Key Functions:
- Develop, implement, and evaluate assigned programmes/projects, analyzing development and implementation progress, identifying issues, and initiating corrective action.
- Collaborate with clients to plan and facilitate workshops, interactive sessions, and action plan development.
- Provide substantive support to meetings and conferences, including agenda setting, participant identification, and document preparation.
- Coordinate outreach activities, conduct training workshops and seminars, and make presentations on assigned topics.
- Lead or participate in field missions, providing guidance to external consultants, government officials, and drafting mission summaries.
- Coordinate budget funding activities and prepare related documents/reports.
- Research, analyze, and present information gathered from diverse sources.
- Coordinate policy development, including issue analysis and preparation of impact evaluation studies.
- Generate survey initiatives, analyze responses, and prepare conclusions.
- Organize and prepare written outputs, such as background papers, analyses, and sections of reports.
Specific Functions:
- Coordinate human and financial resources, including field security and safety policies, partnership agreements, procurement, personnel contracts, and official correspondence.
- Monitor the policy environment and identify implications for FAO programme implementation and resilience strategy.
- Contribute to advocacy and partnership strategies and information dissemination within the knowledge management framework.
- Prepare briefs and reports on FAO priorities and programmes, ensuring timely dissemination to key stakeholders.
Requirements:
Minimum Requirements:
- Advanced university degree in relevant fields such as agriculture, forestry, economics, social sciences, or related areas.
- Seven years of relevant experience in resilience programme management, agricultural and rural development, and field programme management.
- Proficient in English and intermediate proficiency in another FAO official language (Arabic, Chinese, French, Russian, or Spanish).
Competencies:
- Results focus, teamwork, communication, building effective relationships, knowledge sharing, and continuous improvement.
Technical/Functional Skills:
- Work experience in multiple locations or areas, particularly in field positions.
- Experience in disaster risk reduction, early warning, risk analysis, and emergency preparedness.
- Experience in formulating, analyzing, and managing agriculture and food security programmes.
- Experience in organizing international meetings, seminars, and training events.
- Knowledge of the political, cultural aspects, and development priorities of the assignment country.
- Experience in negotiating and cooperating with senior officials and designing collaborative networks.
- Experience in resource mobilization and programme/project management.
- Knowledge of international frameworks relevant to resilience programming and disaster risk reduction.
