The Complex
The Agriculture, Human and Social Development Complex (AHVP) leads the implementation of two of the AfDB’s five priority areas, known as the “High 5s”: “Feed Africa” and “Improve the Quality of Life for Africans.” This Complex is made up of five departments focused on various aspects of agricultural and human development, including:
- Agriculture and Agro-Industry Development
- Agriculture Finance and Rural Development
- Gender, Women and Civil Society
- Water Development and Sanitation
- Human Capital, Youth and Skills Development
The objectives of the Complex include developing policies and strategies, providing deep sector expertise, and creating new financing instruments to drive development.
The Hiring Department / Division
The Water Development and Sanitation Department (AHWS), part of the AHVP, coordinates the Bank’s water and sanitation activities, enhancing synergies to achieve all High 5s. The department leads efforts to secure water resources and improve sanitation, thereby contributing to sustainable socio-economic transformation in Africa.
The AHWS department also manages Non-Sovereign Operations (NSOs) and supports regions on complex projects. Through its divisions—AHWS.1, AHWS.2, AHWS.3, and the African Water Facility (AWF), the department develops knowledge, approaches, and tools for green and inclusive water security and improved sanitation.
The Position
As a Senior Water and Sanitation Engineer, you will report functionally to the Division Manager of AHWS.1 and administratively to the RDGW/Benin country office. Your key responsibilities will include:
- Driving Water Security Initiatives: Contribute to the AfDB’s agenda for water security and sanitation, aligning with Sustainable Development Goals (SDGs) to enhance the quality of life for communities.
- Stakeholder Engagement: Collaborate with national stakeholders and regional hubs to manage technical knowledge and promote sustainable water supply and sanitation solutions.
- Operational Support: Assist Regional Member Countries (RMCs) in navigating the Bank’s operational procedures for loan administration and procurement.
- Programming and Resource Coordination: Guide the development of cohesive strategies for water security programming, covering areas such as policy development, portfolio management, and resource identification.
- Integrated Water Resources Management: Address pressing global trends, including climate change and urbanization, through strategic programming for water resource management.
Key Functions
Under the supervision of the Division Manager and the Country Office, you will:
- Provide technical assistance to RMCs for developing water security and sanitation programming.
- Support the review and update of relevant policies and strategies in line with the AfDB’s 2021-2025 water strategy.
- Identify and appraise water supply and sanitation projects, fostering Public-Private Partnerships (PPPs) for Non-Sovereign Operations.
- Engage in sector analytical work, documenting developments related to climate change impacts on water resources.
- Foster partnerships with development organizations to enhance the Bank's water agenda.
Competencies (Skills, Experience, and Knowledge)
- Education: Master’s Degree in Civil Engineering, Water and Sanitation Engineering, or related field.
- Experience: Minimum of five years in water security and sanitation programming, project management, and policy formulation.
- Strategic Thinking: Ability to synthesize complex sector issues and communicate effectively.
- Technical Expertise: Experience in project cycle activities, particularly in water security infrastructure.
- Analytical Skills: Strong analytical capabilities for designing operations and conducting climate risk assessments.
- Communication Skills: Proficiency in English or French, with knowledge of the other language preferred.
