Position: State Technical Assistant (STA) Job Reference Number: LTR (PMU)/_2024/STA/001 Locations: Adamawa, Borno, Gombe, Plateau, and Yobe Employment Type: Full Time Reports to: State Technical Officer

Job Description

As the State Technical Assistant (STA), you'll play a pivotal role in coordinating the monitoring and evaluation aspects of our Global Fund GC7 Project. Your contribution will be instrumental in driving evidence-based decision-making and fostering a culture of continuous improvement in project implementation across the state.

Key Responsibilities

Service Scale-Up Oversight:

  • Provide day-to-day oversight for the expansion of community TB/DRTB, HIV, and PPM services in the state.
  • Ensure effective service delivery by coordinating with ad-hoc field workers engaged by Sub-Recipients (SRs).

Seamless Coordination and Data Reporting:

  • Support the State Technical Officer (STO) in ensuring seamless coordination and robust data reporting.
  • Collaborate closely with cluster coordinators and Local Government Area (LGA) TB/HIV reporting structures.

Knowledge Transfer and Capacity Building:

  • Facilitate knowledge transfer and capacity building in collaboration with the state TB and HIV programs.
  • Build the capacity of existing structures towards program sustainability.

Data Collation and Analysis:

  • Analyze program data post-validation by LGAs, identifying gaps and developing remedial actions.

Activity Review and Approval:

  • Review weekly community TB and HIV activity reports, assessing work plans and budgets for subsequent approvals.

Line Listing of DRTB Patients and HIV-Positive Pregnant Women:

  • Maintain a comprehensive line listing of DRTB patients and ensure 100% linkage to treatment for HIV-positive pregnant women.

Workplan Development:

  • Develop weekly state/LGA TB/HIV activity work plans aligned with the approved state budget.

Technological Solutions Management:

  • Onboard field teams and service providers on technological solutions, managing the backend and troubleshooting issues.

On-Site Mentoring and Capacity Building:

  • Provide on-site mentoring and capacity building for TB/HIV PPM and community service providers.

Supply Chain Management:

  • Ensure statewide visibility of TB/HIV program commodities and manage supplies and distribution effectively.

Education & Work Experience Requirements

  • Bachelor's Degree in Statistics, Demographics, Public Policy, International Development, Economics, Public Health, or related fields.
  • Master’s degree or Bachelor’s with an advanced certificate in M&E is an advantage.
  • Proficient in ICT skills, especially in MIS software development and data analysis.
  • Experience in implementing Global Fund (GF) grants is desirable.
  • Minimum of three years of professional experience in M&E roles within public health projects.
